Concept Note: Leadership and Governance in Africa: a case of Nigeria.

The deteriorating trends in Nigeria governance from military to democratic dispensation has been the most daunting challenges that have created a depressed economy, high poverty and unemployment rates, infrastructure decay, endemic corruption, human rights abuses and several manifestations of a failing state. This situation informed the need for reforms to redress these ills and targeted towards stimulating economic growth, reduce poverty and unemployment, improve government accountability and transparency, re-orienting values and rebuilding the national integrity.

Beneath these multiple developmental problems of Nigeria is a fundamental crisis of leadership and good governance attributable to a history characterized by corruption, social injustice and political instability. Nigerians have seen several ineffective governments with various leaders betraying the people’s trust. People have no say over how they are governed and or how accountable their government is to them. Poor leadership, especially spanning through previous administrations, have led to a lack of government accountability and transparency that, in considerable measure, has resulted in a high level of corruption in the country. The culture of political and administrative arbitrariness has been the significant characteristic undermining good governance in Nigeria.

A continuous decline in the quality of governance in Nigeria and Africa in general, therefore, calls for building political leadership based on competence, commitment, patriotism, acceptance and self-denial. Therefore, public officials must provide leadership that changes behaviour, as leadership is paramount to good governance.

Here comes the crux of the matter. How can we revamp the existing ethos of corruption, bad governance and misrule, to have a new Nigeria? How do we begin to build ethos for a new dawn? Resolving this challenge is the motivating force for this year’s conference. We trust that with the rich intellectual depth of our notable experts, practically dispensing knowledge within the natural ambience of our conference facility, we will gain our purpose. More so, considering that our conference facility is well-positioned at the heart of Owerri, the Eastern Heartland reputed for uncommon hospitality, it will spur us to march into the ring for birthing the new dawn in Nigeria and Africa in general.
